Kuang-Chih Chang has served in public service for over 30 years, holding positions such as Section Chief, Director-General of the River Bureau, and Deputy Chief Engineer, and is currently serving as Director-General of the Water Resources Planning Branch.
His responsibilities include planning major national water resources projects; conducting research on water resources development and utilization; managing river flood control, coastal governance, and regional drainage improvement; promoting technological advancement in water resources; conducting hydraulic model experiments; and facilitating technical exchanges. His core function is to provide technical support and validate solutions for the formulation of water resources policies and the practical implementation of projects through professional investigation, analysis, experimentation, and planning.
